COUNTER TERRORISM & SECURITY POLICY

Mechanical Removals & Installations Ltd ("MRI Ltd")

 

1. Purpose

Mechanical Removals & Installations Ltd (MRI) is committed to maintaining safe, secure, and controlled operations across all project environments.

This policy establishes MRI’s approach to managing security risks, including terrorism-related threats, and supports compliance with:

  • Terrorism Act 2000

  • Counter-Terrorism and Security Act 2015

  • Relevant client and site-specific security requirements

This policy forms part of MRI’s integrated SHEQ management system and operational risk controls.

 

2. Scope

This policy applies to:

  • All employees (permanent and temporary)

  • Contractors, agency workers, and labour providers

  • Subcontractors and supply chain partners

  • Any individual working on behalf of MRI

It applies across all operations, including:

  • Mechanical & electrical removals and installations

  • Contract lifting and AP-led lift planning

  • HIAB operations and plant movement

  • Transport and heavy haulage

  • Fabrication, enabling works, and structural support

  • Secure storage and logistics operations

Particular focus is given to:

  • Critical infrastructure environments

  • Data centres and high-security facilities

  • Restricted and controlled-access sites

 

3. Responsibilities

3.1 Senior Management

  • Set the standard for security and operational control

  • Ensure this policy is implemented, maintained, and reviewed

  • Allocate resources for effective risk management

  • Review incidents, threats, and corrective actions

 

3.2 Managers & Supervisors

  • Enforce site security requirements

  • Ensure compliance with client-specific protocols

  • Coordinate with clients, principal contractors, and security teams

  • Identify and escalate risks or suspicious activity

 

3.3 Employees & Contractors

  • Follow all site security rules and procedures

  • Remain vigilant at all times

  • Challenge or report anything unusual or suspicious

  • Take responsibility for maintaining a secure working environment

 

3.4 Counter Terrorism Champion

MRI appoints a Counter Terrorism Champion responsible for:

  • Driving awareness across the organisation

  • Supporting threat identification and risk assessment

  • Acting as a central contact for security concerns

  • Promoting reporting culture and vigilance

  • Supporting continuous improvement of procedures

 

4. Commitments

MRI operates a proactive, zero-compromise approach to site security and commits to:

  • Maintaining high levels of vigilance across all operations

  • Protecting people, assets, and project environments

  • Complying fully with UK legislation and client security requirements

  • Implementing proportionate and effective security controls

  • Promoting a culture of awareness, responsibility, and accountability

  • Taking immediate action where risks or suspicious activity are identified

 

5. Risk Management & Implementation

MRI applies a structured, risk-based approach aligned with its SHEQ systems and project controls:

 

5.1 Site Security & Access Control

  • Controlled access to all operational areas

  • Use of ID systems, permits, and sign-in procedures

  • Prevention of unauthorised access to plant, equipment, and materials

 

5.2 Personnel & Delivery Verification

  • Verification of all personnel, subcontractors, and visitors

  • Control and inspection of deliveries where required

  • Coordination with site security and client procedures

 

5.3 Operational Planning & RAMS Integration

Security is embedded into operational planning through:

  • Inclusion of security considerations within RAMS

  • Identification of site-specific risks during pre-start planning

  • Clear definition of access, control measures, and responsibilities

  • Communication of security requirements during briefings and inductions

 

5.4 Control of Plant, Equipment & Materials

  • Secure storage and positioning of equipment

  • Prevention of unauthorised use of plant or machinery

  • Monitoring of high-value or sensitive assets

 

5.5 Awareness & Training

MRI promotes a strong awareness culture through:

  • Site briefings and inductions covering security expectations

  • Reinforcement of a “See it, say it, report it” approach

  • Alignment with recognised guidance such as:

    • NaCTSO (National Counter Terrorism Security Office)

    • ACT Awareness (Action Counters Terrorism)

 

5.6 Reporting & Incident Management

  • Immediate reporting of suspicious behaviour, items, or activity

  • Clear escalation routes through management and client channels

  • Full cooperation with site security teams and authorities

  • Recording and investigation of incidents where required

 

5.7 Coordination with Clients & Authorities

  • Full compliance with client-specific security protocols

  • Engagement with principal contractors and security teams

  • Cooperation with law enforcement and regulatory bodies when necessary

 

5.8 SHEQ Integration

  • Integrated into audits, inspections, and compliance checks

  • Linked to risk assessments and project controls

  • Reviewed as part of management system performance

 

6. Workforce Security Awareness Briefing (Operational Requirement)

To support this policy, MRI ensures all personnel receive clear and practical guidance.

Personnel are expected to:

  • Stay alert to unusual behaviour or activity

  • Challenge unknown individuals where appropriate (politely and safely)

  • Report:

    • Unattended items

    • Unauthorised access attempts

    • Suspicious vehicles or deliveries

    • Behaviour that appears unusual or out of place

Key Principle:
If something doesn’t look right, it gets reported — no hesitation.

 

7. Continuous Improvement

MRI is committed to continually improving its approach to security by:

  • Reviewing procedures at planned intervals

  • Monitoring emerging threats and industry developments

  • Acting on audit findings, incidents, and feedback

  • Strengthening controls where gaps are identified

 

8. Review

This policy will be reviewed:

  • At scheduled intervals

  • Following changes in legislation or guidance

  • After security incidents or identified risks

  • Where operational changes affect security exposure
